It depends on the application if the heat radiation generated by incandescent light bulbs is a waste of energy or if it would be used. For example on cold country during winter the heat generated by light bulb would be used for house heating, so if you change to energy saving light bulbs, your heating bill will be increased approximately by the same amount of energy that you saved on electricity used for lighting….
If the incandescent light bulbs are used outside or at hot areas (where you do not need hearting and you might use air conditioning), then the extra energy incandescent light bulbs use compared to more efficient bulbs is total waste of energy.
