Sorry, I hit the wrong button :)
By doing so, the docs indicate that you short out 2 out of phase outputs. The 2 transistors conduct half of the time each and your output goes low. Is it what you obtain ? Check the docs. Now, how do you measure your 3v ? Are you using the basic circuit from the docs ? What is your output voltage ? If your oscillator is fine, you should have a pulsed output and measure an average control voltage between ~0v and 12V. 3v could be OK.
