How to increase range of Infrared Detector

I want to mount an IR detector on a model train so I can trigger an on-board whistle from a hand-held remote control.

I bought and built an IR detector kit that uses a simple T 1-3/4 LED-type detector hooked up to an LED indicator light that goes on when an IR
transmission is received. For test purposes, I'm using a TV remote control as the emitter. It works, but only when the remote is pointed directly
at the top of the detector and is less than 6 feet away. I know the emitter is strong enough since my TV responds from 20 feet away at almost
any angle.

How can I extend the range and widen the receiving angle? I'd like to be able to trigger it from up to 12 feet away, from any angle (line-of-sight).
