Finland is number one ICT country

Tietoviikko reports that Finland (my home country) is the world’s best IT country according to World Economic Forum study The Global Information Technology Report 2013. According to the study, Finland is the world’s number one country when it comes to the economy’s ability to use information technology to competitiveness and prosperity. Finland has toppled Sweden from the top spot in a ranking of economies that are best placed to benefit from new information and communication technologies (ICTs). The question still remains how this result was got because there are many things in Finland ICT that are are far from very good, so are other countries just much lousier on those aspects?

At the core of the report, the Networked Readiness Index (NRI) measures the preparedness of an economy to use ICT to boost competitiveness and well-being. In this edition, Finland (1st), Singapore (2nd) and Sweden (3rd) continue to lead the NRI, with the Netherlands (4th), Norway (5th), Switzerland (6th), the United Kingdom (7th), Denmark (8th), the United States (9th) and Taiwan, China (10th) completing the top 10.

Global Information Technology Report 2013 has a nice map that visualizes the network readiness of different countries.

Governments Show Contradictory Attitude Towards Privacy and Data Protection
    http://www.securityweek.com/governments-show-contradictory-attitude-towards-privacy-and-data-protection

Governments across the world are showing a contradictory attitude towards privacy and data protection. On the one hand new legislation insists that business is minutely protective of personally identifiable information (PII), while at the same time PII must be more readily handed to law enforcement. This contradiction is exemplified in Europe, where the new EU General Data Protection Regulation (GRPR) strictly controls business use of personal data while many nation state members are simultaneously introducing new national surveillance laws.

Forrester’s 2016 Global Heat Map for privacy and data protection makes this point. The Netherlands and Finland are rated as ‘most restricted’ in their attitudes towards privacy; and yet both are drafting new laws that considerably increase government surveillance powers. Germany, also considered to be very protective towards personal privacy, is doing similar; while the UK — home to one of the more active intelligence agencies (GCHQ) — is close to passing its new Investigatory Powers Bill (IPB).

Forrester’s senior analyst Chris Sherman also makes the point that the EU’s new GDPR is setting a business standard that is being followed around the world. “The slow global convergence toward the requirements outlined in the regulation continued through 2016,” he writes.

IT went out of fashion – came digitalisation

Today everything is digital. Digitalisation has become a buzz word that can mean virtually anything, which involves some form of information and communication technologies. The word is so new that not even the Word spell checker still recognize the full digitalisation.

on the basis of mere digitalization of the word could not imagine Finland defected a couple of years into the future. When even the 2015 state budget digitalization was mentioned three times, the 2017 budget, the word appears 27 times already. Katainen’s government program, digitalisation is not mentioned at all, Sipilä government’s program devotes an entire chapter.

In reality, digitalization is of course not a new thing, it is the old familiar information society development.

Of course, the use of digitalisation of the word can also be quite justified, but only when really talking about digitalisation, information and communication technologies enabled by a comprehensive change in business models, structures and cultures.

Digitalization requires courage, because it means not only new knowledge also relinquishing old.

Why digitalisation then talk about right now so much, even though many area gone digital for decades? Digitalisation talking about the fact that changes in the real economy and society are only just beginning.

No more talk about digitalisation of an industry, now the creative destruction shakes the whole of society. No more questions are asked, we pay card or a mobile phone, Do we look the news the TV or laptop screen, purchasing other garments supermarket or online, or examining a tumor doctor or artificial intelligence.

Now, it is the whole of Finland from digitalisation. How and where we work? What work? How and when will we study? How do we pay taxes and what they get in return?

    - Another thing is the lack of time. Entrepreneurs would like to correct the situation, but many at the time going to run every day based business.

Buying is not easy, though it should be

the level of consumer expectation and reality painted by entrepreneurs is a big gap. Only 47 per cent of consumers feel that businesses can easily connect to the network. Three-quarters of consumers expect that products and services should be easy to purchase online.

Consumers compare the services of the services that are actually used. Usually, they are the ones that work best.

    - Consumers will spend a lot of international network services, as well as the ones where things are in the best restaurant at Finland. The best services to determine the level of the eyes of consumers, Toivanen explains.

Toivanen says the study survived also the fact that the word about poor service spreading rapidly.

Call charges and unlimited subscriptions at risk: Roaming the decision can become expensive for Finns

EU Telecommunications Ministers is headed for 2.12. at the meeting held in position with one megabyte of transfer to pay a roaming customer’s home operator 1 cent per megabyte. The price would drop over time, 0.5 percent, says Counsellor Sini Wirén the Ministry of Transport and Communications Ministry.

It is part of the EU roam like at home setting, which eliminates roaming charges in the EU. The arrangement allows EU citizens to use the phone in the EU than in their home country.

The arrangement, however, requires significant transfers between telecommunications operators. As the Finns use roaming services much more than visiting Finland and Finnish foreign data usage is one of Europe’s largest, the Finnish telecom operators are getting into the southern European operators to foot the bill.

EU Telecom Ministers probable position is significantly higher than what is expected and what would be in Finland’s interests.

Both Elisa and DNA have previously told the data are strong pricing pressure to impose a high wholesale price of subscription prices. Wirén according to high wholesale prices may also affect Finland general limitless supply of subscriptions and, at worst, the provision of roaming services in the first place.

The original proposal, would have been roaming free of charge for 90 days a year, but the European Commission withdrew its proposal at the beginning of September. At the moment, the new model is not aware of, and Wirén by the discovery of harmony can be difficult.

Grey IT. Shadow IT, Shadow IT. There are several names, but it is the same phenomenon. It manifests itself in a variety of ways and there is a need for the business to which the IT organization from a solution can not be found or finding a solution from your IT organization is made difficult.

When a business has received too many requests answers “no”, it leaves itself to seek a solution. This may result in excel, which is distributed or referral by e-mail to different parts of the organization, or it can be found in the need for a satisfactory cloud service, which will be introduced over data management.

Customer experience optimization is based on the knowledge that all the company’s customers are applied in the contact surfaces and channels, thus creating a unified customer experience possible. The company in terms of shadow-IT will lead to fragmentation of knowledge and the increase in the number of platforms. If the information is scattered shadow-IT As a result, it takes time and energy integration systems, and cleaning up the master data, rather than to focus on creating solutions that improve the customer experience.

The government set up an ICT service center, even though the “app store” would have sufficed

The following set of opinions related to ICT service center establishment and operation of VALTORTA

The first discovery of the problem related to lack of alternatives by which the distinctive factor in the creation of a service center agreed at the project since its inception. In advance it was decided that all government organizations ICT-based services are collected together and was based on the suitability of the same for all service packages.

The problem of course was that such services did not exist, in part, is still not, and their creation, let alone the equivalence of a very heterogeneous customer needs had not been realized.

Part of the planned savings up was carried out by cutting the already front-loaded operating costs of the agencies. Most of that on the development budget.

Projects it was not possible to launch and promote digitalisation, but seemingly part, to give thanks to the visible state of ICT-cost temporary drop

As mentioned above, the common ICT-based services were not available just yet, even at the time the actual assembly of the project phase ended.

Since the promised savings are indicative of themselves, do not service center launched in co-operation negotiations facilitate and speed up in building the required model. Another danger is that the loss of the necessary know-how; those who leave on their own initiative are usually the best talent that the organization desperately needs.

Information management requires flexibility, but now the focus has been ugly words in standardizing workstations. If the service is not a standard byte changing needs, is a net asset operations be flexible and it is by no means the correct order; the basic technology will adapt to the needs action, not vice versa.

The service center’s current management has raised the customer at the center of the development of services. This is the right business but will be way too late.

Self-built model and in your work does not tend to just see the problems; this is a human itself.
Service center in the governance concept is problematic.

Too much speed is not good. The aim is to create a common rate of cost-effective services to differing customer needs, quality issues and data security are at risk of, say, forgotten.

It remains to be seen whether the road VALTORTA State Computer Centre road, with the high cost of services and customer need mismatch led to the organization’s laws of motion for the purchase, the incorporation, and finally the savings left not born and customers frustrated on bad service development and needs unanswered, inflexible solutions.

However, I hope that history has learned something, and management of IT infrastructure state administration is developing a model such as the start of the project it was hoped: pay a little but allows a lot.
