I have a 19inch. I run it on Windows XP and use the default drivers... The way to change the maximum refresh rates is to update your video card driver (trial and error here - I just upgraded to the latest Nvidia Detonators and my max refresh (at 1280x1024 went from 120 to 65)
Yep that's right - I have a refresh rate of 120...
and it's all because of my Nvidia Detonators...
