As far as I know, .DAT files found on a VCD _are_ .MPG files with simply a different filename extension.
There are a few key characteristics, however, of VCD videos. For NTSC VCDs:
*352x240 resolution
*29.7 frames per second
*Stereo audio
Like Joe said, NERO Burning Rom can be used to create VCDs. It can in fact convert most digital video formats. If you're willing to pay for a better liscense, NERO can even convert videos to SVCD (450x450 resolution).

MPEG format) file to .DAT format with the Supporting folders of CDI,EXT,Mpegav,Segment ,VCD .I ultimately want to burn the Converted ".DAT" file format as VCD on a blank CD.....
