Using a simple L200 IC regulator circuit will work fine. Make sure you set the voltage and current limit to your phone/batteries requirements. Do a search for the L200 datasheet and it will show you a simple circuit for voltage regulation with current limit.
Example :
Nokia 3310/8310
Charge Voltage = 3.7 volts (may need a little more ie 4 volts)
Charge Current (Current Limit) = 355mA
