Hi Dan.
Yes, a faulty memory can produce dropouts and crackle noise in audio.
Been working with RAM resident audio editing (Audicy) for ten years, and bad memory has been a typical source of noise as described.
You may play and replay again and again to check if the same pattern of dropouts occur at the same exact passages. If it is truly random, something else could be bad.
